I m Janice James-Webb, DNP, APRN, AGPCNP, MAS, and I m honored to run for Delaware State Liaison for AANP. With over 20 years of nursing and advanced practice experience, I m committed to advocating for full practice authority, healthcare equity, and recognition of the essential role nurse practitioners play across our state. I believe in leading with purpose, collaboration, and a clear vision for progress. As your liaison, I will be your voice and champion within AANP. Together, we can elevate our profession and shape a stronger future for Delaware NPs. I respectfully ask for your support and your vote.
Bio Sketch
Janice James-Webb, DNP, APRN, AGPCNP-BC, is a contract Project Manager with the Delaware Healthcare Association, focusing on disaster preparedness and care transitions for elderly and disabled populations. Her contract will end in September 2025 due to funding constraints, but she plans to continue offering Disaster Preparedness presentations to senior centers across Delaware. In September, she will join the community college as adjunct faculty in the nursing program. Dr. James-Webb s diverse clinical background includes roles as a Clinical Research Associate and Nurse Practitioner in neurology, occupational health, and primary care. She also served as the sole healthcare provider on an inhabited island in the Chesapeake Bay, delivering comprehensive care to a medically underserved population. Her Doctor of Nursing Practice (DNP) project, "Screening for Obstructive Sleep Apnea in Patients with Unhealthy Weights in Primary Care," was presented at both the Nursing in Research Conference and Sigma International Conference in 2024. In her current role, she authored a Situation Manual for a Tabletop Exercise for the Delaware Independent Living Network and developed educational materials on critical personal documents for disaster preparedness and recovery. Her work reflects a strong commitment to health equity, emergency readiness, and the well-being of vulnerable populations.
What do you think is the biggest challenge facing NPs in the delivery of health care over the next decade? How should AANP address this issue to support NPs and the populations they serve?
Payment remains a significant challenge, as insurance companies typically reimburse nurse practitioners at lower rates than physicians for the same services. Another major obstacle is the burden of pre-authorizations for medications and services, which can delay patient care. In response to this issue, Delaware recently passed the Pre-Authorization Reform Act of 2025, aimed at streamlining the pre-authorization process; the bill is currently awaiting the Governor s signature. Additionally, a reduction in federal funding is expected to impact healthcare delivery, potentially resulting in increased demand for advanced care due to decreased access to preventive services.
Describe, in detail, leadership and other professional skills that you will bring to AANP and provide at least one initiative or outcome that occurred because of these skills.
Currently, as Project Manager with the Delaware Healthcare Association and the Freedom Center for Independent Living, I advocate for the elderly and disabled individuals in community disaster planning efforts. We have established relationships with County Emergency Planners across Delaware and have engaged with RespondDE to strengthen our outreach. To ensure these vulnerable populations have a voice, I developed a scenario that was used to create a Situation Manual for a Tabletop Exercise conducted by the Independent Living Network of Delaware. The insights gained from this exercise are intended to be shared with state agencies to inform emergency preparedness planning.
Identify one major challenge that could impact your ability to fulfill the responsibilities of the position you are seeking. How do you plan to manage this challenge to be successful?
I do not anticipate any challenges in fulfilling my responsibilities as Delaware State Liaison. When I previously ran for this position, I was actively serving on the Delaware Nurses Association Advocacy Committee as the Nurse Practitioner Representative, as well as on the Advocacy Committee for the Delaware Coalition for Nurse Practitioners. To fully dedicate myself to the role of State Liaison, I made the intentional decision to step down from those positions. As the Delaware State Liaison, I have been able to focus more deeply on AANP s mission and gain valuable experience in professional collaboration with other State Liaisons.
AANP’s mission is to empower all NPs to advance accessible, person-centered, equitable, high-quality health care for diverse communities through practice, education, advocacy, research, and leadership. If elected, how do you propose to advance AANP's mission and strategic plan?
In my current contract role, I advocate for elderly and disabled populations on disaster preparedness. I created a presentation for Delaware Senior Centers, focusing on essential documents for disaster recovery. I plan to continue delivering it statewide after my contract ends in September. Recently, I joined a local community college as adjunct faculty to help prepare future nurses for the healthcare workforce. I am also pursuing a role with the rural farms program through a Federally Qualified Health Center. These efforts reflect my commitment to improving community health and align closely with the AANP s mission and strategic plan.
